Curacao's Public Prosecution Office Fines 12 Operators

Jul 11, 2025

Updated on: Jun 16, 2026

The Government of Curacao launched a task force to tackle alleged breaches in KYC (Know Your Customer) protocols against 17 of its licensed gambling websites. The investigation found many of these online casinos guilty of accepting players without performing the full verification required by the law.

The Curacao Public Prosecution Office fined 12 operators with the equivalent of €170,000 in total, without announcing their business names. The companies claimed to be not guilty of the charges, but there has been little to no counteraction protesting the verdict on their part. The PPO settled with the casinos, as they paid the fine within a few days.

What Did Operation Nebraska Uncover?

The task force launched by the authorities went by the name Operation Nebraska. It investigated operators’ payment settlements and compared them to the obtained verification documents.

The signaled findings show that there was evidence of accepting money payments without performing the measures set by international laws. This could open the door to money laundering, underage gambling, and withholding player funds when they request withdrawals.

Although the detailed investigation was not presented to the public, the amount paid by each operator is relatively small. Still, this points to a shifting wind in the regulator’s approach, which could see a more effective player protection system come into place.

What Does It Mean for Curacao Bookmakers?

Curacao was synonymous with lax rules made to attract operators, sometimes at the cost of the regulator’s reputation. As for the bookies, they had to earn their credibility from player feedback, since the license didn’t prove that they were necessarily reliable.

To change this reputation, the GCB started by imposing its validation stamp on its bookmakers. It also promised to introduce a player complaints system that holds betting sites accountable for their actions.

Casinos and sportsbooks will no longer enjoy the hands-off approach. There is no doubt that gambling platforms will start asking for stricter verification before allowing deposits to avoid penalties.

The latest developments might be symbolic, but they are expected to have a resonating impact in Curacao and the world. The commission also brought up the point of transparent settlements, which means crypto payments will be under the microscope as well.

Is the Curacao License Becoming More Reliable?

We are faced with the age-old question again when it comes to stricter regulations. On the one hand, you will no longer worry about having your money confiscated without reason when you see the GCB stamp. On the other hand, you may be unable to use these sites to bet under the radar and win large sums.

As expert bettors, we value player protection as the most important feature a licensing board could offer. The steps taken to penalize criminal activities are always welcome, especially when users fall victim to them.
