Past Drafts to Legalize Gambling in Brazil

The government was given two years to draft and approve regulations after this law was passed, with the possibility of an additional two-year extension. This meant that the actual deadline was 12 December 2022. The Secretariat of Evaluation, Planning, Energy, and Lottery (SECAP) eventually published the guidelines in May and included a B$22.2m (€4.2m) license fee.

As a result of the outgoing president's failure to sign the regulation, it appears that preparations for legalised sports betting in Brazil have been abandoned. Brazilian-based bookmakers will not be able to operate, while those with foreign licenses are likely to still be permitted.
