Another territory that is being regulated in America is West Virginia, with the state introducing House Bill 3067, which is the first to legalise and regulate the online gambling in the state. All the gambling operators and actions that will be regulated, will fall under the responsibilities of the West Virginia Lottery Commission. As it was stated, the new bill is intended to “authorise Internet gaming managed and licensed through existing authorised gaming facilities in West Virginia”.
John Musgrave, who is the lottery director of the territory, back in 2014, when the gambling bill was first discussed, commented: «We’re still exploring [online gaming] because we feel that’s the way the industry’s moving, so we want to plan for it. We have not yet made any decision for how we’re going to implement it, but we are looking at it, studying it and seeing how our casinos in our jurisdiction can move in that direction.». After this time, the state’s revenue declined and now West Virginia could consider legalising online gaming to offset these losses.
